SIA Elects 2015 Executive Committee Officers

Washington, D.C. January 12, 2015 - The Satellite Industry Association (SIA) today announced the election of its 2015 Executive Committee. The SIA Board of Directors elected Stacy Fuller of DIRECTV to serve as Chair for the coming year, joined by Jennifer Manner of EchoStar, as Vice Chair, and Patricia Cooper of Intelsat, as Treasurer.

“SIA is pleased and privileged to announce these experienced industry executives to lead the Board,” said Tom Stroup, President of SIA. “The incoming Executive Committee continues to reflect the diverse businesses of the satellite industry and demonstrates the strong commitment and investment made by our Association membership in SIA. I would like to thank SIA’s outgoing board for their service during the past year and we look forward to the new year, poised to continue to expand our role as the voice of the U.S. satellite industry.”

Stacy Fuller is Vice President, Regulatory Affairs at DIRECTV. In this position, she is responsible for overseeing DIRECTV’s federal regulatory issues impacting DIRECTV. Prior to joining DIRECTV in 2005, Fuller was Media Legal Advisor to former FCC Commissioner Abernathy. Before serving in the government, Stacy worked at Skadden, Arps, Slate, Meagher & Flom, LLP, Discovery Communications, Inc., Alston & Bird, and Wiley, Rein & Fielding. She is a graduate of Emory University School of Law and the University of Michigan.

Jennifer A. Manner is Vice President, Regulatory Affairs at EchoStar. Prior to joining EchoStar, Ms. Manner served as Deputy Chief of the Office of Engineering and Technology and before that Deputy Chief of the Public Safety and Homeland Security Bureau of the FCC. Before that, Manner was Vice President of Regulatory Affairs at Skyterra Communications (now LightSquared). Previously she served as senior counsel to FCC Commissioner Kathleen Q. Abernathy, where she focused on international, satellite, wireless, new technologies and consumer issues. She has also served respectively as Director of International Alliances and Associate Counsel for Foreign Market Entry and International Wireless Services at MCI WorldCom, Inc. Ms. Manner is an adjunct professor at Georgetown University Law Center. She has published numerous articles as well as books, including International Market Access (Artech House, 1999) and Spectrum Wars (Artech House, 2000). 

Patricia Cooper is Vice President, Government Affairs and Policy at Intelsat. Prior to joining Intelsat, Ms Cooper served as President of the Satellite Industry Association from 2007-2014. Since 2002, she held senior positions at the United States Federal Communications Commission (FCC), including Senior Satellite Competition Advisor and Chief, Regional and Bilateral Affairs Branch. Prior to the FCC, Cooper served as a Director of International Market Development at Core Express Corporation and as the Senior Director/Director of Regulatory Affairs for PanAmSat Corporation. Ms. Cooper began her career at the United States Department of Commerce, where she was International Trade Specialist focused on the satellite industry and an Import Compliance Specialist.
